El Paso Water’s Learning Center

El Paso Water opened the Carlos M. Ramirez TecH2O Water Resources Learning Center in 2008 to promote water education, water conservation and total water management in the Chihuahuan Desert. The Center is owned and operated by El Paso Water, a non-profit, municipal public utility that serves the city of El Paso and about 95% of the county population.

The Center’s name recognizes the late Mayor Carlos M. Ramirez (1951-2008), who was an early and vocal supporter of the desalination plant and an advocate for the plant and the learning center.

El Paso’s Commitment to Water Conservation

Since 1985, El Paso has successfully reduced its gallons per capita per day (GPCD) by over 35%. This achievement is a result of both innovative infrastructure projects—like the reclaimed water plants, aquifer recharge initiatives, and pipe replacement programs—and a strong culture of water conservation among El Paso Water customers.

El Paso Water’s Conservation Team

A key driver of El Paso’s water conservation culture is the Conservation Team, based at the TecH2O Center. This dedicated team plays a central role in promoting conservation efforts throughout the community. A typical day for the team might include leading educational field trips for students, managing the water waste hotline, conducting water assessments for commercial properties, processing rebate requests for water-saving products, advocating for conservation-focused policies, and developing engaging lessons on water conservation.
